Start Menu, taskbar..whole bar missing!

In my friend's computer, the Start Menu, Taskbar...ie the whole bar(forget what it is called) is missing.
It just is always disappeared. But when you open explorer and close explorer, and you are on your desktop, it appears again.
It is NOT autohide/the menu pulled down because it is locked.
I cannot even see the regular arrow become a double arrow when I move it down.

It comes back suddenly, but disappears again.

Anyone seen this before?
 
Explorer, your shell, is failing and restarting. Reboot.

If this is not helping, remove any newly added apps, hardware or drivers and try again.
 
CTRL+ALT+DELETE -> Task manager -> File -> New task -> type explorer, hit enter

Me saves the day again, no need for reboot

or give it time. maybe his taskbar is just a late bloomer.
