Start Menu progams with multiple Admininistrators?

I have Win2k professional and 2 login accounts as Administrators. When I install a program, it goes to the All Users group in the Documents and Settings folder, showing up on everybody's start up menu. Is there a setting that I must add to only allow programs that I install under A for example to show up only under A's start up menu? I would like to keep Administrator status on both accounts. I have to manually move shortcuts everytime from the all users group to whatever user's account installed the progam.
