start menu problems

For some reason for this clean install of windows, my start menu is screwed up. Everything is under "all users" so whenever I go to move an item I get that annoying popup saying it will affect all users, blah blah...

Also the startup folder does not work. if I put something in the all users startup (which is now the default location if I drag to the start menu) it starts up twice, if I put it in my user startup folder, it does not show up, nor start.

Is there a way I can repair this mess without formatting?
