If you look at it from a top down view, the center of gravity (wiki) is essentially surrounded by support structures. That's not a good way to put it, but things fall over if the center mass moves outside of the support. A broom is less stable because the bristles can bend, aren't wide, and the center of gravity is sort of high up. But that doesn't mean it can't stand up.
