standby option is fade, how to enable it?

my laptop standby option is fade, i can't click on it when I click "shut down", anyone knows how to enable it?
 
make sure you do all the windows updates, I've noticed sometimes that when i reinstall XP they have been like that, then after the updates are done its enabled. Not excactly sure what causes it though.
