Stale DNS records

I'm referring to statically assigned addresses. Typically one of the Jr. Admins will replace a workstation & we are now matching computer names with serial #'s. We try to assign the same IP address to the new workstation & remove the previous net name from the domain. As you can imagine DNS is cluttered with A records with different hosts with the same IP. Is there a way to correct/prevent this without having to go in and clean it up manually? Please don't say use DCHP and set scavenging!!! That would be ideal but not possible at this moment.

Thanks

sort of, but it would be quicker if I did just manually delete the records. I guess I am wondering if there's a way to scavenge static records automatically?

Not that I know of. It's a safety thing....you wouldn't Windows Server to start deleting your static DNS records just because somebody goes on vacation for a week and turns off his PC, would you?

true, but I was thinking something 3rd party where you could set the intervail to something like 30 days. I didn't think there would be anything logical (except DHCP of course) -- Thanks
