The exploit is OS level. A fix is an OS update.

I know but there are steps to mitigate. That's why Firefox released a patch.

Of course, if Chrome doesn't use Stagefright then they don't need to patch.

I am sure it does. Why wouldn't they use a Google framework? They probably patched this a while ago. We just learned about this because a hacking conference is coming up and it's a main event.
