stablility problems with 1.33 amd althon C

ok, my borhter recently upgraded his computer as following.
amd 1.33 266fsb
msi k7t turbo R limited edition
256mb PC133 memory.
geforce 2 MX (asus) V7100
sb live value soundcard..
he is using the ThermoEngine V60-4210 CPU Fan, which is rated up to 1.4ghz
and that he has kept his SPI 250 W power supply from his old pentium 2 computer.
no problems are exsist in windows, but only games such as diablo 2 and Counter - Strike.
i have been lowering the cpu down to 1ghz, and that there is still problems with it, however, until today i havent put on artic silver onto the cpu, but there were stock thermal compound or whatever it is that came with the fan.
i can also feel that there is heat transfer to the heatsink from the cpu.
after applying the artic silver i changed back to 1.33 ghz but still experinece, i've heard from people that it doesnt fully perform the best until a day or 2 of using it.
so i am now running 1ghz @ 266FSB. i have also been trying to upper more the core voltage of the cpu, i've tried 1.8 but its still the same, so is the i/o voltage to 3.45
so now i am just running 1ghz @ default voltage setted in the motherboard bios, its reporting about 1.68 V, that i think might be not enough power to supply the cpu and is causing staiblity problems?? i myself have a msi motherboard also, but a k7tpro2 A , i also have a SPI power supply, but mine was bought at this year , and its a 350 W , in the motherboard bios it is also reporting at 1.68 volt at default voltage (a 200FSB 1ghz althon B).
so what is the problems causign here???
i have installed all drivers needed, like 4in1 drivers, 686b bug drivers, and etc.
direct X used is the latest version, so are the video drivers and the soundcard drivers.
btw its running on windows 2000, with SP2.
i havent try windows ME on it, so i might have a go at it and see whether its software or hardware related problems??
4X was also turned off and on for testing, still the same.

The power supply is not supplying enough power. You need at least a 300 watt power supply to get stability.I suggest atleast350 Watt power supply. A 250 watt PSis good for up to a 1 ghz or less. Anything beyound that will cause stability problems.

it's not overclocked,right ??

i think it's the PSU...
my 250W PSU gives me instability problems when i use my system for any CPU intensive tasks
it used to crash or locks up.. i changed my PSU and it' fine
you might try swapping your PSU's just to check if it is the source of your problem..

the CPU arent overclocked.
as i stated it is a 1.33 ghz and is still having problems with 1.0ghz.
so i guess its most likely either cooling or power.
but the temperature seems to be fine.
its only around 44C in the room temperature of 29C.
(unloaded)
i know that the temperature arent really that good, but is shoudnt give any problems, and that on my computer.
while running on 44 C @ 1ghz there aren't problems with it, and that its based on the same motherboard, mine is MSI k7tpro 2 A and my brother's one is k7t turbo R limited edition.
so my guess would be the temperature should be fine.
the case is now opened, becasue i know that there wont be enough cooling, due to loaded stuff in his case, and that there arent any intake fan and etc.
just a power supply fan and the cpu fan.
i think i will jsut swap my SPI 350 for him to try for an hour or 2 to see if there are any problems.

The 250 watt Power supply is margin at 1ghz. Some can cut, others can not.

250 Watt ~900 Mhz
300 Watt ~1.3Ghz
350 Watt 1.3Ghz+

250W is not enough. At 1.33 Ghz, a PSU of 300W is needed. Try Enermax, Antec or Enlight.
