SRP broken?!?!?

I just did a fresh install of XP Pro on this computer, a P3 1Ghz machine. SP3 and patches installed. IE7 installed. Installed Nero 7, PowerDVD 5, MS Office 2003.

Configured SRP according to Mechbgon's guide, at least I think so. Deleted LNK files from the list, added *.VBS to the disallowed list. Configured enforcement for "All files" and "Apply to all users except local Administrators".

I'm in the Admin account, which is listed as an "Administrator" in the Users control panel.
I used IE7 to download Acrobat reader 5.1 onto my desktop. Attempting to run that .exe results in a message that it has been blocked by SRP. WTF??? I excluded local admins, why is SRP triggering? How am I supposed to get anything done in the admin account now?

Edit: I rebooted, and then everything started working properly. Apparently, you have to reboot to get SRP working properly. Didn't recall that from when I set up SRP before on other PCs. Have to remember that. Don't think that step is in the guides.
