Mainly seems to affect Sprint and their MVNOs, but apparently since the new regulations have gone into effect there has been an extra layer added eligibility check for handsets.

If you are on one of the sprint based MVNOs like ting and planning on doing a handset change probably best to read the link and comments. Brand new, direct from manufacturer phones are being rejected. Retail purchased prepaid phones are being rejected. According to commenters a wide range of phones that seem to pass the ESN check are being rejected on "financial eligibility" when trying to activate on an MVNO. It seems like a big mess.
