When a sprinkler spec says it's spray distance is 8 - 15 ft

does it mean it only covers 8-15ft, how about the area that's from 0 - 8 ft?

It generally means that the maximum spray distance is adjustable from 8-15 feet, every thing under that is assumed to be watered also, unless stated otherwise.
