Sporadic Horizontal Lines on LCD monitor

I'm having a very weird problem. My external monitor is displaying white sporadic horizontal lines whenever the computer is idling. Whenever I, let's say, open up a new window or if I load a new page though, the sporadic horizontal lines will temporarily stop. Also the lines disappear whenever I run SuperPi. This is very weird to me, and I have no clue how to fix it. Updated drivers don't do anything for me, although those drivers mess up several features of my tablet pc.

I have the following:
Acer C204TMI Tablet PC with a Geforce Go 6200 video card, with only a vga out
Acer X221W 22" Widescreen Monitor with vga/hdmi input

Is there anything that I can do to fix this problem?

Welcome to the forums. A good place to start would be check the cable & be sure that it's not wrapped around a power cord or others that may cause interference.
