Sporadic CD detection by CDROM

I'm building a new PC and haiving some issues with CD detection. When I place a CD in the drive, I can hear it spin up, but about 50-60% of the time the disc will not auto detect, nor will the volume label show up on explorer. If I click on the drive letter in explorer, it shows nothing on the disc. This problem goes for any disc I use to test the drive. Sometimes it will work, many times not. Any thoughts? It's making software installation nearly impossible! Thanks.

Via 4 in 1 drivers (4.32 service pack)
Athlon 1400 (no overclocking, yet)
512mb DDR
Teac 16x10x40 CDRW drive (worked flawlessly last pc)

60gb Maxtor HD
