Sporadic boot issue: Blank staticy screen

Hi, I've been having a strange issue with my hold-built system since I first assembled it about four months ago. Every so often, I haven't timed it but it must be about every fifth-tenth boot, the computer will boot straight to a black screen with static artifacts. No BIOS splash screen or anything. Mobo doesn't have a speaker, but the fans and lights run as if everything's normal. Simply powering down the computer and booting it back up will get it working every time without any evident consequences, until the next time it fails to boot.

Computer specs:
Mobo: ASRock FM2A75M-DGS
CPU: AMD A-10 5800k
Power Supply : Antec VP-450
RAM: 2x4GB CORSAIR XMS3
Case: NZXT Gamma with side intake and rear/top output fans
OS: Win7 Home

No overclocking or hardware adjustments. The issue doesn't seem to be affected by any particular USB device, and I run two monitors off VGA and DVI but the problem happens with only one monitor plugged in as well. Also doesn't seem to matter whether the computer's been off all night or for ten minutes. Computer also shares a power strip with the monitor power cables.

It sounds more like the system is otherwise booting properly but you're not getting a video signal. I'd start by reinstalling Asrock's 372MB VGA driver v12.102, dated 5/13/2013, that supports AMD Richland GPU, and then reinstall the AMD all in 1 driver v12.8. You can update Catalyst afterward.

Thanks. The only thing is, if it were booting properly I'd expect to hear the startup chime when Windows loads, but I should have mentioned that it never seems to. Regardless, it can't hurt to update that driver so I'll see what happens. Then I might try a few cold boots to see if I can reproduce the problem, and maybe update the bios if it recurs. If it still does after that I'll probably try back here!
