spoofing a Windows xp local account??

to make sure terminology is consistent:
login = what you type at the CTL ALT DEL screen.
account = SAM account, or what you find inside User Accounts

Lets call login 1 'johndoe' and login 2 'jilldoe', each has a corresponding account
johndoe is the administrator
jilldoe is a limited user

what happens is regardless if i log in with johndoe or jilldoe, it will log me into jilldoe 's account, which prevents me from installing anything.

IOW, I will type jilldoe in the login field and the password. it of course will log me into jilldoe's account.
I will type johndoe in the login field and the password. that too will log me into jilldoe's account.

someone tried to hack proof this PC and I want to know how.
 
That doesn't make any sense. Are you sure the two profiles aren't just configured the same?

The account you type at CAD and the account in user accounts are the same thing.
