It doesn't look that good.

I'd have to say the coolest features in SM3 are soft shadows and HDR with tone mapping. HDR isn't worth crap without it. As far as parallax mapping, it is a cool feature, but still in it's infancy with Chaos Theory. It doesn't make much of a difference on or off unless you look at pics of both side by side and even then it seems as the mapping isn't as defined as it should be.

On another note: specular lighting sucks. I left it off the entire game.

Well, that's good that they finally did it.

SC:CT isn't a great example of what SM3 can do though. Just wait till next gen :D

I just installed it, I don't notice a difference using my 9800pro. Of course that's just the first level, I'm sure something will stand out later as looking a lot better.

SM2 enables the effects that SM3 had.

So now ATI users can have parallax mapping, HDR + tone mapping and soft shadows.

Does it look the same as SM3? honestly, im just wondering because I dont have the game.

Still, Sm3 does offer a performance increase, but SM2/3 doesnt concern me much on SC:CT because now with SM2, its not really that big of a deal that it has SM3. Come next gen games though, then we might see the difference.

I've seen SM3.0 before when cause I played half of the game with a 6600GT, and SM2.0 looks similar. It gets rid of texture artifacts, adds the rest of the features.

I get terrible framerates though on my X800Pro, about 20 with Vsync on, sometimes maybe a bit lower. But it's not like the X800Pro ran Splinter Cell all that great anyway. So, I don't see it as a big performance drop. But to know for sure I would have to uncheck Vsync.
