Spiders in Outer Banks

I am going to the Outer Banks this year for vacation. I was thinking back to last year when I was there, there were all these spiders around where we were in Kill Devil Hills. They were these sort of large, maybe 2-3-4 inches long black and yellow, I think, things. Does anyone know what kind of spider this is? I am sorry, I dont have any pics of them...

Did they make a web that looked like that one? Yes or No.

If so, then its a species of Argiope. We have them here and they are quite big (females).
 
Most of the writing spiders I've seen are bigger than the one in the pic, but the zig-zag center of the web will let you know.
