If I was to spend $400 on a motherboard, cpu, and video card, what would be the best way to spend it?

You could grab a

P4 - 2.4b ---------------------------- 165.00

Abit - BH7 --------------------------- 90.00

FIC - Radeon 9500 Pro for about 175.00

A BIT over you price range but you could most likely hit 3ghz with that, and your video card would be more than enough to last...

Good Luck...

another 211 for your video card. choose the path, 9500/ or the new revision of the 5600, get a cheaper one and get some of that cheap geil pc3200 ram

Eh, an overall faster combination..

Nforce 2 board ----- $89
Athlon1700+ --------$43
R9700 ----------------- $245
Total ------------------ $377

Overclock the 1700+ To 2.2+ ghz (many hit 2.4 and faster)...

IMO, a much faster combination than the 2.4B + R9500.

If you want cheap but fast it's best to go with AMD and a stick of 3200 at the moment, the price/performance ratio can't be beat.

It's a good memory, but I heard lots of incompatibility issues with some nForce2 mobos.
IMO, I would go with a good brand of PC2700 ram(i.e. Kingston HyperX, Corsair, Mushkin, Crucial). If you can't afford a good brand PC3200 ram.

If that 1700 makes it, if not he is stuck at 1.4 GHz...

Reguardless both are good setups..
