Speedstep on Pentium D 830

I am setting up Dell Poweredge with Pentium D 830 dual core. I have setup speedstep and then tested using Windows Server 2003. Adaptive frequency change works seperately on each core but only from !00% to 93%. This is the only increment to reduce power. Is this all there is? I can't find an answer on www.intel.com and Dell support cant tell me because it is an OS issue.
