Speedstep insists on coming on - please help

Been fighting my gf's dell for a while. She has a p4 dell 600m laptop, and it insists on speedstepping even while plugged in. I set the power scheme to always on and desktop and whatever, and downloaded and install the dell speedstep fix listed on the support page. She gets this trying to play Sims 2, which is the most taxing thing she does on it. It makes it unplayable when it throttles down to 600MHz. Any help?
