Speedstep and 'Quiet Fan'

Hello everyone in this forum. I just build a new computer for my little brother, but I have run into a few problems.

Cpu: E4300 (Core 2 Duo)
Motherboard: ASRock 4CoreDual-VSTA (bios v. 1.70)
Cooler: Arctic Cooling Freezer 7 Pro

OS: WinXP SP2

First of all, speedstep does not work at all. In a pdf manual of my motherboard I have seen a picture where I can configure a speedstep option in bios, but I can not find this option anywhere in the bios. In windows XP I have also tried to set power management to "Portable/Laptop" but to no use.
CPU-Z does not report about any changes in clock frequency.

My second problem is the cooler, it is running 2700 rpm constantly and is really noisy.
My motherboard and cooler is connected by 4 pins, so I expect that the Quiet Fan feature in my motherboard works, but it simply does not. I have enabled Quiet Fan in bios, and set it to 50 degrees celsius, but my cooler constantly runs max rpm...

The computer functions, but it is just those 2 things that does not work. Are my components defect or have I misunderstood something about these features?

Any help to solve these problems is appreciated.

Yeha I have a DUAL-VSTA and you need a modded BIOS to have the QuietFAn option to work, EIST I think is borked no matter what.

Modded bios? That sounds interesting and dangerous, anyone have a link to one that can make my Quiet Fan work?

That is really disappointing news, it was one of the selling points that made me consider Intels cpu against Amd's Cool and Quiet (which I know works on another computer I build).

I just want a fast but really quiet and low power computer for my little brother, isn't there a way to make speedstep work so the cpu clocks down at idle?
This is really important to me because I know he is going to use the computer a lot at idle.
I have read reviews and stuff and they seem to be able to make it work...

The modded bios's are here for your mobo!

http://www.pc-treiber.net/download_kategorie_108.html

You'll have to read up as to whether speed fan amongst other things have been included in the latest version for your board.

I've used a few Bios's from PC-Treiber and they've been great. I'm currently using the 2.70A modded release for my Dual VSTA Mobo and have no problems at all with them as well as a fully functioning quiet fan control.

Please remember! If your not sure what your doing by flashing a BIOS chip.... Don't do it!
