Speeding up windows' reactions?

I remember you can change how fast the start menu works. I want to change how long you have to wait when dragging files to a button on the taskbar before it pops up on the screen. Any ideas?

makes no real difference thorin. I'm talking about the second or so you have to wait as you hover the mouse. open two explorer windows, maximised. now drag a file from one to the button on the taskbar of the other. that's the delay I mean.
