I want my apps such as dreamweaver/outlook to load faster and be more responsive.

Can i stop processes which I dont need. Can I turn off more of the nonsense flashy bits.

Im running AMD 2400, 512MB ect....

More ram would help. I don't know of any other things you can really do to speed things up. Perhaps closing outside applications and such

As someone else mentioned, HDD speed is important. What kind of hard disk are you running?

Also, what applications are running (Antivirus, AntiSpywayre, and things like that?)

To try to get some speed, you can try some of these things:
- Scan for viruses and spyware
- Defrag your harddisk (rarely helps)
- try some of these ( I cannot vouch for any of them): http://www.winguides.com/registry/tweaks.php/Windows2000/
