Is a hard drive read time of ~25Mbps and Write time ~3Mbps decent? What are current hard drives running at?

No.

You should be seeing speed of at least ~ 50 MB/s for reading/writing on a modern HDD.

Something sounds very wrong there, & i assume that you meant MB/s not Mb/s
