Hey guys... I stumbled across this somewhere and it makes apps load a lot sooner... hope this helps some people:

Right click My Computer, choose Properties.

Select the Advanced tab.

Click Performance Settings.

Select the Advanced tab. The top box, Processor Schedueling is probably set to Programs by default. Change that to Background Services and Apply. This cuts the minimum load latency from 23 miliseconds to 3 ms... I could sense a pretty noticable difference while opening Windows Explorer / Internet Explorer right away... hope you guys enjoy and post your results :)

This is a common tweak, it's in EVERY XP tweak guide. Ever. :) Some people will debate whether it makes a difference that you'd want, as it might improve performance in some instances while reducing it in others. This one actually makes XP allocate the same amount of CPU time to all processes. The Programs setting makes it allocate more time to the foreground task.

The Memory Usage option being set to System Cache is also helpful for many if you have at least 512MB of RAM, since it helps keep XP from putting OS data into the pagefile. By default even with enough memory for all the apps and the OS data, some of it gets paged. This makes it only page the data when memory is running out.

tried booting into safe mode

It would be better to point people to good tweaking pages rather than just explaining one tweak that's been discussed over and over and is available to anyone who just searches for tweak sites. Certainly nothing wrong with trying to help, but you can't blame us for pointing out that it's old and may fail.
