Speed test not giving accurate numbers

For some reason every speed test I try to run is giving me half of my rated speed. This would complete sense if it wasn't for the fact that when I actually download something my speed ends up being twice that of the speed test. For example, I can reach speeds of up to 19mb/s when downloading from steam. When I run a speed test from my ISP's website or anywhere else I am consistently given numbers between 50.00Mbps-99.99Mbps. Any Idea why this might be?
 
your speed test is limited to their resources, your ISP's resources, and your own. Try a different server.

Also, are you testing over a wireless connection in your home? If so, tried it wired.
 
Your speed is also affected by the entire path on the way to the test server, some paths may suck for you while others are great.
