speed capped?

I'm using Windows Vista 32-bit.
I have a dsl service of advertised 3Mbit or 375KB download.
For a long time, my system was having a fine speed with having both emule and utorrent running at the same time. Browsing was fine too.
But, two days ago, all then sudden the system has started having trouble of getting download speed. utorrent rarely reaches 200KB. It turns around to 50KB or less once I open emule. Browsing websites becomes difficult too.

I tested my online speed. It still gives a 2.7Mbit download.
I tried using TCP-Z to max out open connection and optimizing netsh interface services.
But I'm unable to get back what I used to have.
The total traffic still runs below 90KB or 0.72Mbit.

I didn't do anything out of usual usage that would cause current situation.

Does anyone has any idea? and how to fix it?

It sounds like your provider is capping the torrent downloads. Are your surfing speeds low when you are not downloading torrents? Many ISPs are capping the torrents to control their net bandwidth.

It's possible...
It seems to be related to my upload speed.

I used to have both emule and utorrent running fine at the same time with a total 40KB upload.
Now I have to turn down upload speed to get full download speed. That's kind of sad for the peers.
