Speech Missing From Control Panel

I went to use the speech tab in the control panel and it isn't there. Is there anyway I can install the basic stuff that is in it? (microsoft sam). I have tried several things but I think I am just looking past some easy fix.
Please help.

Checked out Control Panel/Addor Remove Programs/Add Or Remove Windows Components yet?

Try Windows system restore and go back to a date when the pc did have that in the control pannel
