A "Speech from the Throne" happens at the start of a new session of parliament. A new session of parliament starts on the first day back to the legislature after the Prime Minister or Premier goes to the Governor General or Lieutenant Governor respectively and requests that parliament is prorogued. Parliament being prorogued stops all legislative activity normally and signals the end of a session of parliament. Parliamentary sessions typically last 18 to 24 mos, if memory serves. Prorogue is different from a dissolution of parliament. A dissolution occurs after a prorogue in some instances where an election is necessary.

The speech from the throne is a speech read by the Governor General or Lieutenant Governor that is written by the party that controls parliament. The speech outlines what the government will attempt to do over the next session of parliament. It is called "from the Throne" because it is delivered by the Governor General or Lieutenant Governor, which are the Queen's representatives. Thus, despite being written by the government, the speech is, by tradition, to be from the monarchy.

In this particular instance, Ontario's legislature is having a throne speech today, occuring just days after the session of parliament was prorogued. That the session starts so quickly after the last one ends is not significant. What is significant is that Kathleen Wynne is a terrible politician that doesn't give a shit about actual human beings. She would rather steal your money and fix elections in order to stay in power. She has become quite good at duping the idiots that have voted for her. She is, unquestionably, the worst thing that has ever happened to Ontario. This speech will be sunshine and roses from her government as she paints a pretty picture about how the financials of the government are in line and everyone is super happy in the province despite a crippling government debt and insane fiscal policy that no person should ever support. Plus the corruption. Oh the corruption. She'll say things like "hydro price freeze" and "ORPP" that will make enough fools in Toronto sufficiently happy that they'll vote for her again in 2018, dooming Ontario and Canada to another four years of mindless policy, corruption, and only giving a fuck about Toronto when in fact I know zero people outside of Toronto that actually think she is better than "terrible."
