People satisfied with RTX 3000 may not find a compelling reason to go AMD. But those on RTX 2000 or AMD 6000 may find RDNA3 more attractive.

If they can give me a card that fits in my case, runs much quieter while soundly beating my 3090 at a fair price, I may buy one.

I would love to downclock one so that it runs practically silent.

Everyone have forgotten the Vega hype.
That's because there were few of those cards to begin with AND there's no competitor YET from AMD: not the same circumstances.

If the 7900 XTX ends up having @ least the same performance as a 4090 AND is priced @ ... say ... $1100, do you honestly think nVidia will still sell 4080s or 4090s as easily as you suggest?
Even if the 7900XT has the same performance of the 4090 for $999 the Nvidia card will still outsell it by 5:1. This is just the way that the current high end maket is. High end users will just buy Nvidia.

For AMD to make a dent in the marketshare they will need to have strong cards for the bellow $700 market.

If AMD believes that, they will abandon the big die strategy and go back to the small one. TSMC is not getting any cheaper despite what some people seem to think.

And it's both sad and borderline delusional. AMD, specifically in Graphics, is still perceived as an also ran compared to nVidia .

Well until RDNA2 they basically were an also ran. The last time they really had a competitive high-end product was with Fury.

Vega didn't turn out and RDNA didn't even bother trying to aim that high.
