Spam Services or Software

I know that I have seen in the past some spam applications, or maybe they where servicves you had to sign up for provided by the ISPs, where you had to reply to the email in order to be accepted to send the email, because I have sent emails in the past where I've recieved these types of replies, saying something to the effect, that I had to reply to this email in order to have my email sent, and accepted.

I have seen something like this a few times, but I can't seem to find anything online like this.

Does anyone know of SPAM software, where the party sending has to reply to a reply email being sent in order to get on a accepted list, otherwise if there is no real person on the other end, then the SPAM doesn't get through, I'd love to find these types of apps or services that are out there.

I'm tired of weeding through all the junk mail even in the 'Junk' mail folder on my client, because even sometimes good mail gets put in there, so I'd rather have this type of application, where there has to be a real person on the other end responding to the acceptance email in order to get in, then I know this will kill almost all the spam.

This will kill all the automated services like order confirmations, tech support, netflix, etc.
