SPAM and not SPAM

We have three levels of spam protection, firewall (watchguard x700), Panda AV, and Exchange 03 IMF. We are having problems with internal mail going into the junk email folder of Outlook. Those emails are not hitting the firewall or Panda so how can we make all internal email not touched by any anit-spam? Thanks!
