SP1 can't close programs?

Since SP1 killed Messenge and slowed OE I noticed that there is always a msngs.exe (Win Messenger) alway runnning it tasks and there is no way to kill it. Now I tried opening ATI TV and it does not work as mention in a former post but what I do get is the TV spash screen and it just stays there on top of EVERYTHING (which is another problem for another post.) and when I try killing the task ince aggain nothing happens. I have no idea how Microsoft could have possibly srewd up SP1 this bad, but does anybody know how to fix it. It is extremely anoying when I have to reestart or hard reset to close a window, the most anoying thing for me is that by far.

I have msn messenger uninstalled. If that is an option for you, you can find it on here. Search for messenger you will only get a couple of hits.

I have ATI AIW Raedon. I run version 7.7 and have no problems with it.
