Soyo7IS2 mobo voltage?

Hello All,

Recently my cpu temperature seems to be extremely high. I am getting 78-80 C in bios and when using Sandra as soon as I start up. I am using the Intel fan and heatsink that came with the cpu and it is spinning around 3600 rpm. I have opened the side of the case and used a house fan to blow air directly at the cpu and it didn't lower the temp. It looks like my voltage isn't right also. The 12v is running about 13 and the 5v is running at 2-2.5v. I can check the 12v and bios but the not the 5v so I am using Sandra to check it. I suspected my power supply ( a 250w ) so I borrowed my wife's 300 w but I got the same voltage readings. I am trying to find out if the problem is with the mobo or the cpu. I took out the mobo and cpu and replaced them with an older mobo with a P3 500 slot but kept the same memory, power supply, hard drive, etc and it is all working just fine, so I am pretty sure that the problem is either the mobo or the cpu. I don't overclock. The only other problem that I have had with this motherboard is that it won't work if I set the memory bus to 133mhz even though the memory is 133mhz, I have to set it to 100 to get windows to start. Can the low 5v voltage and high 12v voltage cause my cpu temp problems and system freezes? Any help would be greatly appreciated.
