Soyo K7VME Boot problem

I bought this Soyo at Mwave : mb linky
and the XP2600+ (333Mhz) and the 128M DDR266 stick it's labeled PC2100. I put them all together and turned it on but it didn't boot. The CPU fan wouldn't turn on but when I hooked it up to the Chasis fan, it worked. I RMA'd it after messing with the settings, trying a different stick of ram (infineon 128 CL2) and clearing the CMOS. I tried the CPU+HSF on another board and it worked fine. I tried the memory on another board and it worked fine. I tried the PSU on another board and it worked fine.
I figured it was the board and RMA'd it. Well, I just got the new one in and it's doing the exact same thing. I've tried googling it and getting info from their website, but to no avail. Has someone on here messed with one of these here boards by chance and knows something I am missing? The original PSU I tried didn't have a P4 connector, but I got one that does cause I heard something about these boards needing it to power the CPU...but still no boot.

Any help would be greatly appreciated.

First, Soyo boards are notable for their Fan-Off Control. They usually will not run unless they detect a fan RPM reading on the CPU_FAN header. If you haven't read the owners' manual for the motherboard yet, get in there and have a look for Fan-Off Control. You should be able to temporarily bypass FOC by holding down... the Insert key (if I recall correctly) before and during power-up, so you can get into the BIOS and override this default setting if necessary.

Secondly, you need PC2700 memory or higher to go with your 333FSB processor, not PC2100, so grab some PC2700 and that should help too :) Also yes, you do need the P4 connector, and hopefully your PSU is a high-quality one and not a generic/off-brand one?

Dang it. Why would they offer the PC2100 with the combo if it was not compatible with it?
The PSU is a 350W Antec 352X. I

Wouldn't the CPU just throttle down if it's got the PC2100 in it?

In an ideal world, the motherboard would know to run the memory slower than the CPU's bus speed if it had to. PC2100 can often be overclocked to PC2700 speeds anyway. So it could be something else, too.

Are you using the board's onboard video, by the way? If you're using an add-on AGP card instead, then you might have to go into the BIOS while using the onboard video, and tell it to look first to the AGP slot instead of the onboard video.

You are the man, mechBgon. I didn't realize it was a simple as that. I held down the Insert key and it worked like a charm. It is only recognizing it as a 2000+ but I'll take that any day. I didn't want to purchase any new ram so I'm happy. Thank you VERY much for your help, I'd spent 2 weeks trying to get an answer to this problem.
