Soyo Dragon+ Boot up Problem - HELP!

I just installed my Dragon+ mobo, and when I push the power button, the speaker gives one beep then 2-3 seconds later it gives out a long 3 second beep or so then everything shuts down. Nothing shows up on screen, and everything seems to be spinning up correctly. :\

What's going on?

Oh, and does when your computer is OFF, are your USB devices still on? b/c there's a light in my onboard LAN that's on, and I have a USB light that is also on.

check your video card if seated properly, also on the bios see of halt on error is enabled.

What kind of cpu cooling fan are you using? Does it have 3 pins?
I installed one of these boards over the weekend & I seem to remember that it has a protection system where if it does not detect the cpu fan running it shuts down the system.

It explains in the manual how to shut off this feature in the bios.

you can also hold the "INS" (hehhe...immigration and naturalization services ???) key while booting to bypass the Fan On Control-thing. Then you can disable the setting "FOC" in the bios.
