Soyo 7VBA133 modem problems

Alrighty, I just put in a new motherboard, Soyo 7VBA133. Now I have a PCI hardware modem and an ISA modem. It detects the PCI fine, but will not detect the ISA, I've tried different slots, and BIOS settings I can can think of. Tried giving it different IRQ's with no luck. Anyone have any ideas?
