Soyo 7IS2 voltage too high

I just bought a Soyo 7IS2 motherboard with i815ep chipset for my daughter's PC. Put a 933 OEM coppermine on it with a Thermaltake Golden Orb HSF. The 933 used to be on an Asus P3V4X with an Asus Slotket. Temps hovered around 115F when on the Asus and voltage was correct at 1.7V.

When I slapped it on the Soyo board it detected the voltage at 1.79V and the temp was an intolerable 178F. I sent the board back to get a replacement. The new board set the voltage at 1.76V and the temp is around 169F. I have double and triple checked all the jumpers and BIOS settings and everything is good.

I have been corresponding with Soyo tech support and they have offered no solutions. One tech says that the temperature is fine but doesn't mention anything about voltage. So I reply and inquire again about the voltage and I get another response saying that this is normal operating temp. I put this CPU on an MSI motherboard and I get normal voltage(1.7V0 and temps (approx 115F). I am frustrated and pissed. Does anyone else have this board and this problem? Any suggestions are appreciated.
