How was it bad taste? It didn't make fun of Steve, it made fun of people who probably will dress up as Steve on halloween.

I agree.
I don't think it was really needed, the rest of the episode was good enough - it was like they just stuck in that scene just to do it and get a reaction. That being said it really wasn't all that bad, either. As others mentioned the priests having pet kids should have gotten way more attention - or the fact that Gandhi is in hell.
I think the problem, though, is that most people didn't realize that Matt and Trey were trying to call out the people who would dress up as Steve Irwin. As such they were somewhat unclear; regardless of their point, if most people miss the point then they essentially failed at it.
