Soundforge or other Apps for Simulated Radio?

Any apps out there that can turn a voice clip into something that sounds like it was transmitted over a military radio?

Need it for a video/machinima project I'm doing for class... pls help!

yes. soundforge is a very powerful apps to edit audio files. you can try to do that with the graphic equalizer.
The *free* alternative to do this is called Audacity.

Play it through any app with an equalizer, and cut out frequencies over 4khz (like a cell phone) or 8khz (like a land line). You can even do it with Winamp (load the file, set the equalizer to look like this, set the output plugin to diskwriter, and play the clip)

edit: though if you want static, you'll need to find another way. You could raise the preamp so that it starts clipping... like this. (I cut out the bass because that particular song has a lot of it. For a voice clip you wouldn't need to do that)
