soundbar + sub good enough for my needs?

I've got a small-ish living room (old house, so low ceilings... sectional couch that's ~10' away from the tv at the furthest point). tbh, I'm almost like 80% satisified with the built-in speakers on my Samsung tv, but it seems like whenever anything is playing that involves some base, the whole thing just shuts down and the sound is all just horrifically muffled.

I generally don't watch much that heavily relies on base, but something like the opening theme to American Horror Story was painful to have to hear.

being on a budget (since any money I spend on my living room setup means money not spent on badly needed desktop upgrades), would a basic ~$300 soundbar + sub fill my needs of providing acceptable sound quality? started pricing out speakers + receiver, but it seems impossible to keep it under $5-600 unless I really sacrifice quality and get everything refurb.
 
Powered monitor is a nice idea.

Or see if the crazy Best Buy 1913 deal is on near you... That would be a nice basis for a system.
