Sound & Video issues w/ATI TV Wonder USB

When I watch TV the sound pops and the image has white horizontal lines randomly on the screen. I checked ATI's web site and they say that poor video quality could be due to low power on the USB port. This is the only USB device on the computer. Any ideas?
