Sound like a defective SSD

I recently purchased a Samsung 850 EVO 2TB SSD. One time when I was searching for a program in the Windows search box, nothing would should up in the results and this happened like 3 times in a row. Also recently Steam would not open up from double clicking on the Steam icon on the desktop interface and there was no loading circle either. This happened 3 times in a row as well. On the fourth try, Steam finally loaded up. Does this sound like my SSD is defective?

What does your event viewer show? If it is showing disk errors, then, yes.
You can also look at SMART data with something like Crystaldiskinfo, and see if anything pops out.

I'd troubleshoot other problems first. Look at the Windows Event logs; see how many errors and what caused them. You didn't say what CPU, motherboard or RAM you use, but these days, there are shared resources between slots and SATA ports. In order to install my M.2 NVMe drive to a PCIE x4 slot, I had to disable two SATA ports. Look at shared resources and bandwidth.

There is also a possibility of DPC latency arising from driver conflicts, among other things.

What does Samsung Magician say about the SSD? You should take your time sorting this out, for that type of storage investment.

Samsung Magician says that my SSD's drive condition is good and everything in SMART info checks out OK. Crystal Disk Info shows a POR Recovery Count raw value of 2 and so does Samsung Magician but says it's OK. No disk-related errors, at least nothing that mentions CRC errors or disk read errors, and no Steam errors show up in Event viewer from that time when Steam refused to load up 3 times in a row.
