Sound editing programs

I need a program that will, after recording a voice from the mic, apply an electronic effect to it making it sound like a robot or something. The only sound program I know of is Sound Forge but it doesn't have anything like that as far as I know of. Anybody know of a program that can do this?
 
Try Syntrillium's Cool Edit or Cool Edit Pro.
For something less complicated, Goldwave might work too.
