Sound does not mute when muted - Windows XP SP2

Something weird with a new install of XP Pro on a P4 system with your typical on board AC'97 2-channel audio. The audio doesn't mute with the mute box checked. The Windows and audio drivers are all up to date. The plug hasn't been changed on the sound output. Anyone heard of this before? What would cause this?

have you tried reinstalling the audio drivers?
