i'm putting together a new computer and i'm curious as to what the consensus is for the best sound card in range of $100-$150 is.

should try the search. Anyways, you'll get mostly audigy unless you're running a VIA chipset mobo.
 
Nothing against the Audigy, but the GTXP offers great features for only $97 shipped at newegg.

The GTXP offers all kinds of connections and a breakout box. Music sounds very good on this card and it offers 6.1 channels of sound.

On the other hand, Creative's Cards are much better at handling EAX effects. So, if you will be gaming a lot with the card, you may want to opt for the Audigy. The GTXP does do EAX, but not as well as the Audigy.
