Sound card = noise/fuzzzz help!

I got a fairly cheap sound card that produces a moderate amount of fuzz through the speakers...

The chip is an ALS 4000 (Avance Logic). The fuzz is really annoying, like static. There is no interferance whatsoever, so what the hell is going on?!?!:|

I tried reinstalling the drivers, but nothing...

Now, I konw that it is a cheap card, and didn't expect the best sound, but static? Just doesn't seem right.
