Sound Card Buzz

What would cause speakers to buzz when you plug them into the back of a sound card? I've tried the onboard card, then replaced it with another diamond sound card.. still buzz.
 
How can i disable it in 2000? Mute the cd audio? ALso, can I just unplug the cd audio from the card to the cdrom?
 
Muting it in the volume controls would probably be more convenient if you ever decide you want to pop in a CD to listen to (otherwise, you'll have to open your case and reattach the cable). Other than that, either method will work.
