Sound card audio output recorder software

Sorry if this question's been asked before...

I'm looking for some recommendations for software that can record the sound being outputted from a sound card (an onboard one that is). Basically, I have some old games lying around, the soundtracks aren't being sold anywhere and the track data files are either in unusual file formats, or they're stored in unusual archives.

The other thing I'm looking for is a program that can convert from m4a to mp3.
