I'm not at all familiar with Windows CD-burning software, but I do know that Microsoft is anal-retentive enough to not allow WMA decoders to decode to anything but the sound card. Look at any version of Winamp since 2.62 and you'll notice that the WMA decoder cannot be used with the disk writer plugin. You might have to get something that can decode WMA to WAV (like an older version of Winamp from here) and burn the WAVs to a CD.
